Hurricane-City(TM) can be the calm, safe EYE of the legal storm faced by “criminals” on the lam. There could be several Hurricane-Cities(TM) in several states. Hurricane-City(TM) is a major concept of “Reform Our Criminal Justice System!” (That article, containing our concepts, will be posted soon.)
Reasons for Hurricane-Cities(TM):
- To protect the public from the most dangerous “criminals:” the desperate ones on the run, who will do ANYTHING to escape punishment.
- To greatly reduce crime in America! Many “criminals” will turn themselves for help but not for punishment. Many people turn to crime out of financial desperation.
- To greatly reduce the expense of crime fighting.
- To show compassion to even our most disturbed citizens by helping them instead of punishing them.
- To rehabilitate people who are burdens to society into productive citizens, if they so desire. Rehabilitation programs can include Our 5-Blocks-of-Wellness(TM)> . The 5-Blocks-of-Wellness(TM) are Financial, Physical, Emotional, Social, & Spiritual. Residence can learn an employable skill.
Captured “criminals” can demand to be sent to Hurricane-City(TM). A future federal law could require state law enforcement to deliver anyone with an arrest warrant to Hurricane-City(TM), if the accused demands it. Once inside, anyone with a outstanding arrest warrant, who tries to leave Hurricane-City(TM), could be taken into custody and extradited to the state that issued the warrant.
Wanted “Criminals” can turn themselves in to law enforcement and demand to be sent to Hurricane-City(TM) according to future federal law.
A currently incarcerated prisoner can demand to be sent to Hurricane-City(TM) and transfer must be granted according to a future federal law, if space is available.
A state that issued arrest warrants may offer or be required to pay minimum living expenses for their “criminals” who live in Hurricane-City(TM). It may cost a state $20,000 per year, which is better than $60,000 per year to incarcerate them. And there may be no trial expense, which can cost hundreds of thousands of dollars! Some felony trials cost well over a MILLION dollars! The expense of “pursuit to capture” is also saved. Let’s save ALL these expenses!
Therefore states will save TREMENDOUS Expense, and be free of dangerous “criminals!”
A state could pay more than the minimum, for reasons of their own.
A “resident” can be monitored by their state to make sure that state’s citizens are no longer in danger. Indeed, the citizens of the ENTIRE nation are no longer in danger from a dangerous felon on the lam.
A code of conduct can be establish. Violators could be subjected to extradition.
The uncooperative and deadly “criminals” can be separated or extradited.
Once the “sentence period” is up, the state could dismiss the warrants and stop payments. The “criminals” can become free citizens, or they can be out on parole. They have “served” their time.
Early Release: Many people turn to crime out of financial desperation. An unconvicted felon can learn an employable skill and earn an early release to return to society as a productive citizen WITHOUT a criminal record!
EACH STATE will still be in control of their “criminals.” A state judge can set the “sentence,” that is the time a state is willing to pay expenses, by determining how long to keep the arrest warrant active. Minor “criminals” may have “sentences,” which is a stay in Hurricane-City(TM), of a few years or even months. Others could be sentenced to life or any time in between. EACH STATE decides on each case.
“Criminals” with their own money can live quite well. Others can work to earn money or learn an employable skill, and/or learn social skills in Hurricane-City(TM) to improve their life style and influence their state to grant them a shorter “sentence” or early parole.
Thrill seekers, those people who commit crimes for the thrill, the excitement of it, can be given jobs or activities that require guts that most of us don’t have: fire fighters, smoke jumpers, under water divers, sky divers, under cover cops even, on and on and on. Some of the best spies in history were x-criminals.
The Freeloaders, those people who commit crimes just to get a free ride, will sooner or later be detected by their state and dealt with.
Fences, guards, and monitoring devises may not be needed. An “escapee” will be missed within hours and be on the run for his freedom, if not his life. And worse of all, an “escapee” will NOT be granted a second chance at Hurricane-City(TM). If you escape, its goodbye forever. Meaning: a person has but one chance and can not return without a very good reason for leaving without permission.
Abandoned military bases that have Barrack type structures could be used for Hurricane-Cities(TM).
A free person without any wants or warrants will be able to enter and leave Hurricane-City(TM) freely, although monitored.
