Churches can overcome camping laws by providing overnight services and sanctuary for the Needy. The FIRST Amendment gives Churches this Right: free exercise of religion, and peaceable assemble, among other rights. This sanctuary will promote Heaven on Earth for the weakest among us. This is a Major Goal of all Religions; indeed it is a Goal most human desire. Dispersal: Chains-Of-Love-Chain-Gangs(TM) work programs, AKA work parties, with lunch can provide one of many day time dispersal activities for the Needy.
EBT Cards: Some Churches and others CAN Relieve Mass Homelessness NOW by collecting from EBT Cards most needy people have for food and necessities they can not afford!
DONATIONS for food paid by the Needy could be $2 EBT, $2 cash, or 3 meals for a hours work. Could always post a sign, “We are running out of money; as of Monday, donations will be needed.” Some Needy people will work for their disabled friends.
Separation of Church and State preventing Churches from acceptance of State EBT money should not be a problem: the money is being accepted by the Needy, not the Church. However, any objection could be overcome through supportive non profits such as www.LionsClubs.org and www.Rotary.org.
Prepared food purchased by EBT is now allowed in some circumstances.
Tax write offs can be given to businesses that provide camping sites and other necessities.
“Vacant” motel rooms could be used by the Homeless after say 10 PM. The motel receives a tax write off.
Vans and RVs, used or unused, donated or purchased, could be given, lent, leased, or sold to the Homeless for quick, low cost temporary shelter and transportation, especially to the Homeless that have some income. Gas and maintenance could be included. Tax write-offs can be an incentive for donors.
EBT Cards could be modifies to encourage ANY merchant to give tax deductible donations to the needy.

One HART leader said they did not need EBT food money, because they were limited by lack of volunteers. Reliable volunteer helpers can be found in the Needy population. It does not seem to me that HART can afford to feed all the local Needy 3 meals a day for 365 days a year. No, three meal a WEEK, is what I heard. Even if HART had those food funds, can HART supply all necessities to all the local Homeless 365 days a year? Therefore take the EBT food and cash money to supply Needy people with better food and necessities at a lower price than the commercial world. Then HART can use their donated money for other necessities or to even HIRE full time staff leaders. And the call for donations from the meeting leader shows that HART does not have all the money the Needy need. Some members of HART are looking into taping EBT money.

Here are some Ideas to Change-the-Homeless-from-Problems-to-Assets(TM),-from-Harmful-to-Helpful!(TM)! These Ideas will make the Homeless unnoticeable and harmless (no more begging, stealing, or muggins). The Homeless includes discarded children, runaway children, battered women and children, couples, veterans, anyone financially forced to live outdoors.
All the necessities of the Homeless can be provided NOW by current existing support programs and new tax write off programs developed by Ideas4Humanity.com that we call Homeless-Assets(TM).
This is not a permanent solution, but it will QUICKLY end for the homeless suffering, hardship, and fear of the police and neighborhood watch. The Homeless in designated locations will take less police to keep an eye on them and good Samaritans can find them easy. This will save police plenty of time. “Reservation” Homeless people will not be a problem for the police or the neighborhood. The Homeless will not commit crimes to obtain necessities, because they will have them. The Homeless will not be noticeable: the Homeless will have clean, good clothes and will not be carrying their life support around with them.

THE BIG LOW-INCOME-TAX-WRITE-OFF-ASSET(TM):
Camping laws can be changed to allow overnight or 24 hour camping in designated locations like church parking lots 365 days a year! There are many benefits for Mass Gatherings: easier to provide necessities and programs to more low income people, reduces problems for police, gets the homeless out of neighborhoods at night, promotes comradeship and sharing of knowledge.
Changing the overnight camping laws in designated locations is the Key to solving a DESPERATE problem QUICKLY, TODAY!
From zero to four dollars per low income person per day will provide safe, secure shelter with luxuries (air mattress and electric blankets are luxuries for the cold, shivering homeless) better than we give our Army combat soldiers in the field. Don’t be concerned with the Special Forces or the Marines, they survive the harshest conditions. We salute them ALL! I sleep in a ditch 1 day a month in a feeble attempt to understand and honor their strengths and courage. I do this on the seventh of every month in memory of December 7, 1941. I have not been able to understand, even most veterans who fought for their lives, their buddies, and their country have not been able to understand their strengths, courage, and sacrifices.
Mass Shelter and Sleep Security can start THIS WEEK: This is the most important necessitate and the most difficult to provide. An air mattress and blankets can be provided. During cold and wet weather, an electric blanket, tarp or tent can be provided. Camping equipment is a set up cost that does not reoccur every day. With air mattress, don’t have to worry about getting it wet and soggy. And air mattress will float during a flood. Separate sleeping sections can be for men, women, boys, girls, couples, and families. Large storage containers for camping equipment and personal belongings could take up a few parking spaces. Collapsible and fixed beehive sleeping can sleep many people in a small area. Showers, laundry, and mail can also be provided.
Bivouac:
The US Army has experts at setting up, tearing down, and transporting bivouac (camping, shelter, and life support for all environments) equipment for large numbers of people. Let’s see how they do it; maybe they will show us how. There should be a US Army training film, let’s watch it.
The US Army has a rain proof sleeping bag that has a removable liner that will protect down to MINUS 50 degrees F.
The Mass Shelter and Sleep areas could be declared and zoned as Over Night Camping Sites and could charge $9 per night for people who do not qualify low income. That way, these units will have the same tax implication as a Motel. Than the owner of the Camping Site can donate units to a non-profit org that provide them to low income people.
Some Churches, some Non Profit Organizations, Government Entities, and even some Profit Organizations CAN Relieve Mass Homelessness NOW! It will cost Churches and the others almost ZERO to provide ALL the necessities for ALL the low income people 365 days a year, if the Churches collect from the EBT card most low income people have for food and necessities they can not afford! AND low income people will receive more for their EBT dollar from the Churches than they receive from commercial businesses. The Churches could charge a donation of $2 per meal (cash or EBT ), that’s $2/meal x 3 meals/day x 30 days/month = $180/month. EBT pays a maximum of $194 for the most needy, and EBT pays as low as $16/month for the least needy. Few, if any, on EBT eat a healthy diet now! Churches can provide healthy meals for almost no cost to themselves! Churches have kitchen, dining, and bathroom facilities for many people. Churches have rooms for eating and sleeping. Many more people can camp in the Church’s parking lots. Churches have volunteers for support and security. Churches promote donations and will be able to support hundreds of low income people everyday for long term, which will greatly increase donations. Churches may be able to avoid camping laws, perhaps by having “Overnight Camping Classes.” Churches could accept only people with EBT cards for more than one month. Most low income people and families can obtain an EBT card. An EBT reader could be used by the Churches to pay for the low cost of mass preparing nutritious food and pay for other necessities.
Could start NOW with a Public Storage company. It will help a large number of homeless people, and it all be less noticeable by the public, public storage buildings have many hallways to protect against the rain, and it can be implemented in days. First select a willing Public Storage Company in the next few days and start out with a few homeless people and quickly build up. The worst that could happen is cease and desist.
A Public Storage company could allow “camping” in the gated enclosure, on the asphalt, and after hours. During rain storms, public storage buildings have many hallways to protect against the rain. Or could use rainproof sleeping bags or tents. One hundred “campers” at $10/day/person would be a yearly tax write off of $365,000, at no cost to the storage company! The storage company could provide a few storage units for storing the camping equipment and personal possessions during the day. $2,000/month for storage units will earn the storage company an additional $24,000 yearly tax write off. Night security could be provided by staff members or police. Several portable toilets and showers mounted on one trailer could be moved in and out each day. Many services could be provided. We will need donations of electric blankets, tarps or tents. Generators will be needed to generate enough electricity for electric blankets .
A storage company can get involved as much as they want or they can just provide the space, accept donations, and receive the tax write offs and let a non profit organization do all the administration, security, and services. Most non profits have a large number of volunteers to do whatever they can to help the Homeless.
It is not 100% sure the value of unused living space will be tax deductible; it has never been done. We think the best chance for acceptance is to not donate directly to the Federal Government, the entity that sets the deductible laws! Instead donate unused living space to a local government, church, or non-profit org. Then let the Feds accept the donations OR leave the Homeless exposed to the cruel, heartless, unforgiving elements! Let the Feds decide! You can write your elected Federal officials to state your opinion. Do it today, if you care about the suffering, the hardships, and the 81 deaths in Sacramento in 2016!
We hope the feds will realize this is a better way. Tax deductions will cost the feds about $3 tax revenue loss per person per day, assuming the land owner claims $9/person/day and is in a 33 percent tax bracket. It helps many more people at a far lower cost per person, and faster: $3/person/day, as opposed to $60 motel vouchers, or $200,000 houses.
Even if tax deductions are not allowed for unused overnight or 24 hour shelter, individuals, groups, churches, and government entities can pay the owner of the shelter thru a government or non-profit org, and that IS tax deductible!
Land Owners can lend unused land without receiving a deduction.
Shopping centers could allow “over night camping” in the parking lot after hours for a $9/day/person tax write off. Night security could be provided by staff members or police. Several portable toilets mounted on one trailer could be moved in and out each day. Many services could be provided. Camping equipment could be hauled in and out daily. Or a few parking spaces could be used for locked storage containers.
Unused public and private land could provide Permanent “Sites” for a tax write off of say $15/day/person. 24 hour security could be provided by staff members or police. Several portable toilets mounted on one trailer could be used. Many services could be provided.
Arco Arena in Sacramento CA, unused during the off season, was suggested to house the Homeless by one of our precious advisers. Even on days with events, the Homeless can spend a safe night after hours and be gone before the next day’s event opens the doors. Some people are concerned the Homeless would trash the arena. But no! The Homeless would take GOOD care of their Arena, their Home, because of the Code of Conduct. The Homeless know trouble makers will be band or isolated. A paying sports fan would never follow a Code of Conduct to leave the Arena clean and picked up. There are huge parking for overnight Tenting of MANY more Homeless. There is even RV parking!
3.5 Million Americans are Homeless; 18.6 Million Homes are Empty. Most of these empty homes are owned by banks. A tax write off should be enough incentive for banks to allow selected Ordinary, Low Income, or Homeless people to live on a six months “lease” basis or at least a month to month basis. 6 Homeless Per Vacant House>
A homeowner could “give” a room to a compatible low-income or homeless person and receive a tax write off. The write off amount may be $20/day for room only and $30/day for room and board. That is a years tax write off of $7,300 and $10,950.
A homeowner could allow “camping” in his backyard for five compatible low-income or Homeless. At $9/day/person that becomes a years tax write off of $18,250. An European bucket toilet could be used and picked up daily at no cost to the homeowner. A homeowner could install a enclosed toilet and shower connected to the sewer system at a tax write off and then increase his tax write off to $15/day/person! The camping equipment could be set up at night and taken down and stored every morning. Or it could be left up.
Free or low cost hotel/motel rooms for the homeless, after say 10 pm, for a tax write-off thru srceh.org. The motel owner is far better off getting a tax write-off, than having an empty room all night long.
Unoccupied buildings like empty warehouses will provide homes for the Homeless and tax write off for the owner!
Recurring Costs for Shelter and Sleep Security:
$Zero/person/night: Churches and Unused land donated by land owner for many low income people.
$ 3/person/night: Donation of a $9/person/night camp site with a 33% tax bracket for many low income people. That’s a $3/person/night gain for the camp owners and a $3/person/night lost in Federal tax revenue.
$4/person/night: Donation of $6/person/night to pay for a $6/person/night camp site with a 33% tax bracket of the donator and the campsite owner for many low income people. This cost the donator $4/person/night that the campsite owner gains. And there is a $Zero/person/night lost in Federal tax revenue.
$10/person/night: Donation of a $60/night motel room with a 33% tax bracket for two low income people. That’s $10/person/day lost in Federal tax revenue.
$20/person/night: Donation of $60/night to pay for a $60/night motel room with a 33% tax bracket of the donator and the motel owner for two low income people. This cost the donator $20/person/night that the motel owner gains. And there is a $Zero/person/night lost in Federal tax revenue.

PROVIDING OTHER NECESSITIES:
EBT-Discount(TM):
Some merchants want to make tax deductible donations to help Low Income People, but merchants find identifying the Low Income People and the record keeping difficult. The State of California issues EBT Cards to Low Income People. Not only does EBT identify the Needy, but also ranks them as to how needy they are. The State of California can keep records for merchants by modifying the EBT Card.
ANY merchant can offer a discount to EBT card holders. Even if no EBT money is used in the purchase, the EBT cards can keep track of the discount amount as a tax deductible donation made by the merchant. The EBT Card could even inform the merchant what percentage of the discount each EBT Card holder receives depending on need.
The donation is made to the State of California and received by the EBT card holder! At the end of the tax period, the State of California can make available the donation records to each merchant and the Federal Government.
This is a great way for the State of California to encourage donations to help its Needy Citizens. California can deny accepting donations from any merchant or for any products or services.

The merchant keeps a log of the Date, donation item, donation dollar amount, recipient’s name and ID#, and the signature of the recipient. At tax time, the merchant adds up the total tax write-off and has a srceh.org official exam the log and sign the proper tax document.
This can be done electronically using the newly invented Low-Income-Discount(TM) card, LID(TM) card. AKA: Tax-Write-Off-Asset(TM) Card, TWOA(TM) Card.
Identifying the needy: The same requirements used by the free Lifeline phones can be used. Could have a percentage of discount depending on EBT monthly amount each individual receives. The more needy receive a larger amount for food and even cash. 40% of a 50% discount is 20% . Do not exclude X-felons, as some programs do.
Recipients will be expected to abide by a simple Code of conduct. Any recipient that proves to be a nuisance can be taken off the discount list by the merchant or the nonprofit organization for a month the first time.
A few laws will need to be changed to legally allow some of these Ideas. We see no difficulty making these legal changes happen.
OUR IDEAS CONTINUED:
Free bus pass with restricted boarding hours during non rush hour times. Buses have low numbers of riders during these hours. Tax write-off for bus pass thru non profit organizations.
Restaurants may sell food for 60% off or more for the tax write-offs through a Homeless non-profit organization.The Low-Income, the Homeless, are now a Big tax write-off asset.
THE LABOR-ASSET(TM): The Homeless can volunteer to run the Homeless programs AND OTHER PROGRAMS IN THE LOCAL AREA. The Homeless will be a big labor Asset for the local residents. Volunteers are supervised by paid staff. There can be community work PARTIES! House painting parties.
The Homeless can be asked to volunteer one day a week. Many will; a few will not; some will volunteer EVERY DAY OF THE WEEK.
Minor Criminals can be assigned one or two Homeless-Asset(TM) work days a week, rather than being sent to jail at tax payers’ great expense.
Citizens can request low cost or free labor from the Homeless-Asset(TM) labor pool.
Free food, clothing, and necessities delivered daily. The CalFresh Program can help pay for food. There is also money for necessities.
ARMY FIELD BATHS can be taken with a cup of hot water, body soap, a three foot wash cloth (to wash the back), and a towel. During the summer, the water doesn’t even need to be hot.

Open 24 hours public bathrooms or portable toilets.
European Public Toilets: In some European cities, men and women would pee into the street gutters in plain sight, day and night. These cities would have buckets on the sidewalks with lids for liquid and solid wastes. Some cities had the bucket in the open in plain sight. People squatted over these public buckets. People were even lined up waiting their turn. After a few days of seeing this, I lost interest, and it was of no importance. Other cities had a framework around the bucket so a curtain could be closed for privacy. The buckets were emptied and cleaned by city workers with portable barrows.
Low cost toilets: Metal or Plastic Buckets or cardboard boxes lined with 8 or 13 gallon trash bags could be used. The used trash bags could be tie-wrapped and thrown into the trash. Or the used trash can be picked up by the delivery trunk. Or toilet items could be distributed at night and collected in the morning by Homeless-Asset(TM) volunteer or paid staff members. Or buckets and boxes could be emptied and cleaned daily by staff members.
Free storage and mobile storage.
Free mobile sleeping trailers could have a beehive arrangement to sleep 32 or more people. Each person will have a locked from the inside space for themselves plus a cubic yard or more for possessions, even a large dog. Air conditioning and heating can be provided as needed. Easy to clean daily by hosing out.
Free after hours laundry. This can be a tax write-off for laundromats. OR could have laundry picked up and returned the next day clean. Or could deliver new/used clean cloths, and the Homeless take or exchange what they need.
McDonald’s and others give out free prepaid cards $5-$10. Could have paper punch cards to prevent “cashing out prepaid cards.”
Stores can donate expired food.
Provide a mailing address, and deliver mail daily.
Provide free, save, and legal vehicle parking near an open fixed or portable toilet. Non-homeless people, such as vacationers, can park paying a nightly, daily, or weekly fee; this will ADD money to Homeless-Assets(tm) budget. Homeless parking and sleeping trailers can be parked in empty business parking lots over night, after business hours.
Set scheduled routs for delivery of food, necessities, shower, toilets, storage, mail trucks and trailers.
OR HOMELESS-SITES(TM) CAN BRINGING THESE SERVICES TOGETHER: All these services can be brought together at Nightly, semi-permanent, and permanent “Tent-Sites(TM)” or “Air-Mattress-Sites(TM).” Meals can be served. All the services mention before can be there. Other services can be provided: Medical Health Clinics, Paralegal, even a free volunteer barber! An air mattresses and electric blanket are homeless luxuries.
Nightly “Sites” can be set up in parks or business parking lots after the businesses close for the day and be gone before businesses open the next morning! Air Mattresses can be easily stored, transported, inflated, and deflated on a daily basis. During Winter weather, tents and cots can be added. Owners receive tax write offs.
Semi-permanent “Sites” can be set up in Church parking lots and taken down on days of Church services.
Permanent”Sites” can be set up on unused land out of sight of the public to give the Homeless a “Home.” Owners of private land can receive tax write offs!
Security can be provided by volunteer or paid staff members or police.
Clean up squads can be provided by volunteer or paid staff members.
“Adopt” a needy person or family. “Adoption” will give a homeless person a sense of belonging. Many are rejected by their families, or they reject living with their families.
Many people will donate time and money.
Churches, businesses, communities, organization, and individuals will support Homeless-Asserts(TM) for the compassion of helping low income people to survive, and knowing their donation will eliminate crimes for necessities forever by providing those necessities for all, and of course, the tax write off.

Churches can overcome camping laws by providing overnight services and sanctuary for the Needy. The FIRST Amendment gives Churches this Right: free exercise of religion, and peaceable assemble, among other rights. This sanctuary will promote Heaven on Earth for the weakest among us. This is a Major Goal of all Religions; indeed it is a Goal most human desire. Local objection can be minimized, if the Needy arrive after business hours, eat dinner, sleep, eat breakfast, and depart before business hours with a sack lunch.
Solving THE MAJOR OBJECTION: Loitering during the day at only overnight campsites can be eliminated by the Code of Conduct: obey or no service. A bus pass or a morning and night bus could make it easy.
Dispersal: Chains-Of-Love-Chain-Gangs(TM) work programs, AKA work parties, with lunch can provide one of many day time dispersal activities for the Needy.
Separation of Church and State preventing Churches from acceptance of State EBT money should not be a problem: the money is being accepted by the Needy, not the Church. However, any objection could be overcome through supportive non profits such as www.LionsClubs.org and www.Rotary.org.
Prepared food purchased by EBT is now allowed in some circumstances.
DONATIONS for food paid by the Needy could be $2 EBT, $2 cash, or 3 meals for a hours work. Could always post a sign, “We are running out of money; as of Monday, donations will be needed.” Some Needy people will work for their disabled friends.
Vans and RVs, used or unused, donated or purchased, could be given, lent, leased, or sold to the Homeless for quick, low cost temporary shelter and transportation, especially to the Homeless that have some income. Gas and maintenance could be included. Tax write-offs can be an incentive for donors.
Registry: Jessica Bartholow, a legislative advocate at the Western Center on Law & Poverty, wants to create a registry of homeless people to connect with lost relatives who may be willing to help.

One HART leader said they did not need EBT food money, because they were limited by lack of volunteers. Reliable volunteer helpers can be found in the Needy population. It does not seem to me that HART can afford to feed all the local Needy 3 meals a day for 365 days a year. No, three meal a WEEK, is what I heard. Even if HART had those food funds, can HART supply all necessities to all the local Homeless 365 days a year? Therefore take the EBT food and cash money to supply Needy people with better food and necessities at a lower price than the commercial world. Then HART can use their donated money for other necessities or to even HIRE full time staff leaders. And the call for donations from the meeting leader shows that HART does not have all the money the Needy need. Some members of HART are looking into taping EBT money.

$20/person/night: Donation of $60/night to pay for a $60/night motel room with a 33% tax bracket of the donator and the motel owner for two low income people. This cost the donator $20/person/night that the motel owner gains. And there is a $Zero/person/night lost in Federal tax revenue.

This is not a permanent solution, but it will QUICKLY end for the homeless suffering, hardship, and fear of the police and neighborhood watch. The Homeless in designated locations will take less police to keep an eye on them and good Samaritans can find them easy. This will save police plenty of time. “Reservation” Homeless people will not be a problem for the police or the neighborhood. The Homeless will not commit crimes to obtain necessities, because they will have them. The Homeless will not be noticeable: the Homeless will have clean, good clothes and will not be carrying their life support around with them.

The US Army has experts at setting up, tearing down, and transporting bivouac (camping, shelter, and life support for all environments) equipment for large numbers of people. Let’s see how they do it; maybe they will show us how. There should be a US Army training film, let’s watch it.
The US Army has a rain proof sleeping bag that has a removable liner that will protect down to MINUS 50 degrees F.
From zero to five dollars per low income person per day will provide safe, secure shelter with luxuries (air mattress and electric blankets are luxuries for the cold, shivering homeless) better than we give our combat soldiers in the field. Don’t be concerned with the special forces or the marines, they survive the harshest conditions. We salute them ALL! I sleep in a ditch 1 day a month in a feeble attempt to understand and honor their strengths and courage. I do this on the seventh of every month in memory of December 7, 1941. I have not been able to understand, even most of those who fought for their lives, their buddies, and their country have not been able to understand their strengths, courage, and sacrifices.
It is not 100% sure the value of unused living space will be deductible; it has never been done. We think the best chance for acceptance is to not donate directly to the Federal Government, the entity that sets the deductible laws! Instead donate unused living space to a local government, church, or non-profit org. Then let the Feds accept the donations OR leave the Homeless exposed to the cruel, heartless, unforgiving elements! Let the Feds decide! You can write your elected Federal officials to state your opinion. Do it today, if you care about the suffering, the hardships, and the 81 deaths in Sacramento in 2016!
We hope the feds will realize this is a better way. Tax deductions will cost the feds about $3 tax revenue loss per person per day, assuming the land owner claims $10/person/day and is in a 30 percent tax bracket. It helps many more people at a far lower cost per person, and faster: $3/person/day, as opposed to $60 motel vouchers, or $200,000 houses.
Even if tax deductions are not allowed for unused overnight or 24 hour shelter, individuals, groups, churches, and government entities can pay the owner of the shelter thru a government or non-profit org, and that IS tax deductible!
Land Owners can lend unused land without receiving a deduction.

Arco Arena in Sacramento CA, unused during the off season, was suggested to house the Homeless by one of our precious advisers. Even on days with events, the Homeless can spend a safe night after hours and be gone before the next day’s event opens the doors. Some people are concerned the Homeless would trash the arena. But no! The Homeless would take GOOD care of their Arena, their Home, because of the Code of Conduct. The Homeless know trouble makers will be band or isolated. A paying sports fan would never follow a Code of Conduct to leave the Arena clean and picked up. There are huge parking for overnight Tenting of MANY more Homeless. There is even RV parking!
The Homeless includes discarded children, runaway children, battered women and children, couples, veterans, anyone financially forced to live outdoors.

Mass Shelter and sleep security starting THIS WEEK: This is the most important necessitate and the most difficult to provide.
Could start NOW with a Public Storage company. It will help a large number of homeless people, and it all be less noticeable by the public, and it can be implemented in days. First select a willing Public Storage Company in the next few days and start out with a few homeless people and quickly build up. The worst that could happen is cease and desist .
A Public Storage company could allow “camping” in the gated enclosure, on the asphalt, after hours. 100 “campers” at $10/day/person would be a yearly tax write off of $365,000, at no cost to the storage company! The storage company could provide a few storage units for storing the camping equipment and personal possessions during the day. $2,000/month for storage units will earn the storage company an additional $24,000 yearly tax write off. Night security could be provided by staff members or police. Several portable toilets and showers mounted on one trailer could be moved in and out each day. Many services could be provided. We will need donations of electric blankets, tarps or tents.
Shopping centers could allow “camping” in the parking lot after hours for a $10/day/person tax write off. Night security could be provided by staff members or police. The camping equipment could be set up at night and taken down and stored every morning. Or it could be left up.

European Public Toilets: In some European cities, men and women would pee into the street gutters in plain sight, day and night. These cities would have buckets on the sidewalks with lids for liquid and solid wastes. Some cities had the bucket in the open in plain sight. People squatted over these public buckets. People were even lined up waiting their turn. After a few days of seeing this, I lost interest, and it was of no importance. Other cities had a framework around the bucket so a curtain could be closed for privacy. The buckets were emptied and cleaned by city workers with portable barrows.

THE ASSETS: The Homeless can volunteer to run the Homeless programs AND OTHER PROGRAMS IN THE LOCAL AREA. The Homeless will be a big labor Asset for the local residents. Volunteers are supervised by paid staff. There can be community work parties.
The Homeless can be asked to volunteer one day a week. Many will; a few will not; some will volunteer EVERY DAY OF THE WEEK.
OR HOMELESS-SITES(TM) CAN BRINGING THESE SERVICES TOGETHER: All these services can be brought together at Nightly, semi-permanent, and permanent “Tent-Sites(TM)” or “Air-Mattress-Sites(TM).” Meals can be served. All the services mention before can be there. Other services can be provided, even a free volunteer barber!
Nightly “Sites” can be set up in parks or business parking lots after the businesses close for the day and be gone before businesses open the next morning! Air Mattresses can be easy stored, transported, inflated, and deflated on a daily basis. During Winter weather, tents and cots can be added.
Semi-permanent “Sites” can be set up in Church parking lots and taken down on days of Church services.
Permanent”Sites” can be set up on unused land. Private land can be leased to give the Homeless a “Home.”

Homeless-Assets(TM) Ideas are far better than a Homeless Village: our programs will cost far less, will be far faster to implement, can expand quicker as more Homeless arrive, does not take up valuable land (a huge cost), does not isolate the Homeless, does not tie down the Homeless. We estimate that a Homeless Village will cost 1000 times more and take 12 times longer to implement than our Ideas applied for assisting the same number of Homeless people. Most communities will have to pass a Homeless Village bond; most residents will vote no! AND most Homeless Villages will become slums in a few decades!
Homeless parking and sleeping trailers can be parked in empty business parking lots over night, after business hours.

Set scheduled routs for delivery of food, necessities, shower, toilets, storage, mail trucks and trailers.
Provide free, save, and legal vehicle parking near an open fixed or portable toilet. Non-homeless people, such as vacationers, can park paying a nightly, daily, or weekly fee; this will ADD money to Homeless-Assets(tm) budget.
Promote and work with other programs available to needy people. Programs such as: free Lifeline phones, MediCal for Physical and Mental Health of the Homeless.

Free after hours laundry. This can be a tax write-off for laundromats. OR could have laundry picked up and returned the next day clean. Or could deliver new/used clean cloths, and the Homeless take or exchange what they need.
Pets can be provided for.
Identifying the needy: The same requirements used by the free Lifeline phones can be used. Could have a Homeless-Assets(TM) ID card used with photo ID. Do not exclude X-felons, as some programs do.
